Express Entry CLB levels and the IELTS behind them

Express Entry never looks at your overall IELTS band. IRCC converts each of your four IELTS General Training scores into a Canadian Language Benchmark (CLB) level on its own, and the minimum applies to all four: CLB 7, the Federal Skilled Worker threshold, means 6.0 in every skill, while CLB 9 means 8.0 in listening and 7.0 in reading, writing and speaking.

What CLB level does Express Entry require?

It depends on the program you qualify under. IRCC’s language test results page sets these minimums for English:

Two conditions on the test itself matter as much as the level. On the same page, IRCC writes:

You must take the IELTS General Training option. We don’t accept IELTS One Skill Retake for Express Entry.

An IELTS Academic certificate from a university application does not count. The other English tests accepted are CELPIP-General and PTE Core.

These minimums decide whether you can enter the pool. Your rank inside it is a separate calculation, and that is where the higher CLB levels earn their keep.

What IELTS score equals each CLB level?

IRCC publishes the conversion in its language test equivalency charts (page modified 23 June 2026). For IELTS General Training, each figure is the minimum band for that skill:

Three things in this table are easy to miss. The chart is not symmetrical: from CLB 8 upwards, listening demands more than any other skill (a full band more at CLB 8 and CLB 9), while reading is the most forgiving at the bottom. CLB 7 is the only row where the four minimums are identical, so “6.0 everywhere” is an accurate shorthand for CLB 7 and for no other level. And CELPIP-General maps one to one, level for level.

For the CEFR side of the same scores, the official IELTS alignment places 5.5 to 6.5 at B2, which is the level described on our B2 English page. That alignment is official but comes with caveats of its own.

Why doesn’t your overall band tell you your CLB?

Because the average hides the weakest skill, and CLB minimums are all about the weakest skill. We measured how much it hides.

IELTS scores each skill in half bands from 0 to 9, so there are exactly 130,321 possible score reports, the same space we used in what is a good IELTS score. We applied the official IELTS rounding rule to every one of them, then converted each skill with IRCC’s chart:

An overall 7.0 reaches CLB 7 in every skill in only one report out of eight. The rest carry at least one skill below 6.0. No 7.0 report reaches CLB 9 in all four. The lowest overall that can is 7.5, and only from 8.0 in listening with at least 7.0 in the other three.

These are possible reports, each counted once, not a distribution of real candidates. Real profiles are less lopsided, so we reran the count with every skill between 4.0 and 9.0. The share of 7.0 reports at CLB 7 in all four rises only to 17.2 %. The conclusion holds: an overall band is not evidence of a CLB level.

Why is CLB 9 worth chasing?

Because the Comprehensive Ranking System pays by CLB level for each skill, and the steps are uneven. For a principal applicant without a spouse, IRCC’s CRS criteria give:

Moving all four skills from CLB 7 to CLB 9 is worth 56 points on the language factor. CLB 9 in all four abilities also doubles the ceiling of two skill transferability combinations, language with post-secondary education and language with foreign work experience, from 25 to 50 points each.

What does the listening row do to a strong candidate?

It makes some profiles that look better on paper score worse. Compare two people with the same overall 7.5:

The candidate with the flat 7.5 has the higher average and the lower score, and misses the CLB 9 tier of skill transferability entirely. Half a band in listening beats half a band everywhere else.

The gap between two people with the same overall band can be large. Among realistic reports with an overall 7.0, language points range from 69 (L 7.0, R 5.5, W 5.5, S 9.0) to 116 (L 8.0, R 7.0, W 7.0, S 6.5). That is 47 points between two certificates that say the same thing on the front.

How long does an IELTS result stay valid for Express Entry?

Two years, measured twice. IRCC requires your result to be less than two years old when you complete your Express Entry profile and again when you submit your application for permanent residence. A certificate that was valid when you entered the pool can expire while you wait for an invitation.

The two-year window is common to most English tests, and some institutions set their own clock on top of it. We compare the rules test by test in do IELTS and TOEFL scores expire. How should you plan your test?

Pick a CLB target per skill, not an overall band. For eligibility under the Federal Skilled Worker Program, that is 6.0 everywhere. For a competitive score, it is 8.0 in listening and 7.0 in the other three.

Train the skill that sits furthest below its own row. For most candidates aiming at CLB 9, that is listening, because its bar is higher. A sentence such as “The appointment has been moved to the following Thursday”, heard once at natural speed, is exactly the kind of detail the listening paper tests.

Book General Training, not Academic, and check that your test date leaves room for a two-year window that runs until your permanent residence application.

Express Entry reads four numbers, never one. Convert each IELTS General Training score with IRCC’s chart, aim for 6.0 everywhere to qualify and 8.0 in listening plus 7.0 elsewhere to compete, and treat your overall band as decoration.
